Kathmandu. It has been found that China has confiscated Nepali money for 16 years. The Government of Nepal had decided to procure two MA-60 aircrafts for the Nepal Army from China National Aero Technology Import and Export on December 12, 2006. As per the agreement reached in accordance with the decision, the Government of Nepal had paid an advance of Rs.
However, the cabinet meeting held on September 7, 2008 decided to request the Chinese side to purchase only one of the two aircrafts and not the other. A meeting of the Council of Ministers on December 3, 2008 had formed a committee to make technical specifications and recommend for the purchase of up to two helicopters using the amount paid in advance.
After the Chinese side did not give any response, a negotiation team was formed under the coordination of the Nepal Army Manager to hold talks with the Chinese side as per the decision of the Council of Ministers dated 28 July 2008. During the talks between the negotiating team and the Chinese side, the Chinese side stated that the loss due to non-purchase of the ship was 79.47 million US dollars and the full amount could not be refunded.
The Chinese side agreed to refund up to 50 percent of the amount, which could not be refunded. As per the agreement, 50 percent of the amount has been returned on September 15, 2008. According to the same decision of the Council of Ministers, the remaining 50 percent of the amount was requested to provide non-lethal equipment, but the Chinese embassy in a letter dated December 3, 2012, the company refused to provide.
Out of the advance amount sent to the Chinese company, the remaining लाख 2,755,344 is unaccounted for during the audit. The Ministry of Foreign Affairs has sent a letter from the Ministry of Defense to the Chinese Embassy in China to return the amount due to the failure of the Beruju Fachryot.
