Janakpurdham. It has been revealed that the manager of Shree Janaki Eye Hospital in Janakpurdham of Dhanusha and some staff members were involved in the game. It has been revealed that the security guards of the hospital were involved in the tender process and selection of the commission.
Shashikant Jha, who is the store keeper of Janaki Eye Hospital, has taken commission from the security guard company in the selection process. It has been revealed that store keeper Shashikant Jha, who is currently the acting administrative officer of the hospital, has chosen Deluxe Security Service Pvt. Ltd. with a commission (bribe) of Rs. 1 lakh.
It is seen that Deluxe Security Service Pvt. Ltd. has acted against the provisions of the Labor Act 2074 by taking a commission of Rs.
According to a source, the hospital’s working administrative officer and store keeper Jha has issued a notice to Deluxe Security Service Pvt. When the procurement committee of the hospital selects the tender, it has to take 2.50 percent deposit from the institution and the institution has to deposit it. However, the hospital’s procurement committee did not even take the bail amount from Deluxe Security Service Pvt. Ltd., Janaki Eye Hospital sources claim.
In a conversation on Facebook Messenger between a representative of Deluxe Security Service Pvt. Ltd. and a representative of Golden Tridev Security, a representative of Deluxe Security Service Pvt. Then the representative of Golden Tridev Security wrote that he was happy to spoil my work. It is clear that the commission was taken in the process of purchasing security services. The store keeper of the hospital, Jha, did not pick up the phone when he called his mobile number 9844055791.
The chairman of the procurement committee (tender) of the hospital will be the treasurer of the hospital management committee. Accordingly, the current treasurer of the hospital management committee Sanjay Prasad Sah is the chairman of the procurement committee. It has been claimed that Deluxe Security Service Pvt.
Article 58 (3) of the Labor Act 2074 stipulates that the wages and other benefits of the supplied workers shall not be less than those specified in the Act. Similarly, the proposal or bid or agreement submitted contrary to Sub-section 3 (3) shall be canceled. Pursuant to Article 64 (2), before concluding an agreement, the main employer has to make an arrangement to provide wages or facilities to the workers not less than specified in the Act or the rules made under this Act.
However, the Golden Tridev Security Services and Suppliers Pvt. Janaki Eye Hospital has filed a complaint against Golden Tridev Security Services and Suppliers Pvt. Has written to District Administration Office Dhanusha and Labor and Employment Office Janakpurdham, Procurement Monitoring Unit Office Tahachal Kathmandu, Department of Labor and Management Security Kathmandu to the hospital including Bordhath. According to the same correspondence, the District Administration Office and the Labor and Employment Office, Janakpur have directed to procure security services in the name of Mr. Janaki Eye Hospital on September 7, 2008 as per the provisions of the Labor Act 2074 BS.
Similarly Deluxe Security Services Pvt. Giving instructions to implement the Labor Act 2074 BS, the Labor and Employment Office Janakpur has stated that it will take action as per sub-section 6 of section 62 of the same act if it acts against it.
The contract period of Golden Tridev Security Services and Suppliers Pvt. Ltd., which is currently serving as a security guard at the hospital, is coming to an end this August. Before the termination of the agreement, the hospital administration had published a notice in a daily newspaper in Janakpur on August 29, 2008 regarding the purchase of security services. At present, six security guards of the supplier are working in the hospital.
According to hospital sources, the hospital management committee has not taken any interest in the irregularities of the hospital. Irregularities have also taken place in the medicine and spectacles shops provided by the hospital for the convenience of the patients. Chairman of the procurement committee Sah and store keeper Jha have been taking commission for the purchase of medicines. Due to which, the hospital has been charging patients up to 50 percent more than the purchase of spectacles. Chairman of the hospital management committee Gangaram Yadav claimed that the hospital has improved but the game of irregularities inside the hospital has been exposed. According to sources, the hospital currently has 41 employees working in various positions. Of them, 80 percent of the employees have been affected by the misconduct of treasurer Sah and store keeper Jha.
As both of them are locals, the acting medical director of the hospital, Dr. Sources claim that Ashish Bohara was also forced to watch his actions as he could not speak.
